Government creates program to renew truck fleet

The federal government published today (1st) in the Official Gazette (DOU) the Provisional Measure (MP) 112/2022 that creates a program for the renewal of the fleet of old vehicles used in the country’s mobility and logistics system.

The program, called Renovar, will be aimed at vehicles for road transport of goods, buses, minibuses and road implements. The MP highlights that, initially, truck drivers who work in Autonomous Cargo Transport (TAC) will be able to participate in the initiative.

According to the MP, among the objectives of the program is the removal of the fleet from circulation at the end of its useful life, with the dismantling or destruction of this equipment, reduction of logistics costs; innovation and creation of new business models; and improving the quality of life of transport professionals. According to the text, it will be up to the National Traffic Council (Contran) to define simplified procedures for the definitive write-off of vehicles classified as scrap.

According to data from the National Traffic Department of the Ministry of Infrastructure, there are more than 3.5 million trucks in circulation in Brazil. Of this total, about 26% have been manufactured for more than 30 years, which is already considered as the end of the vehicle’s useful life.

The Ministry of Economy assesses that the measure can reduce costs in the sector and leverage competitiveness in the country.

“The aging of the fleet has relevant implications for traffic safety, the environment and contributes to the increase in logistical costs that affect the competitiveness of national products, resulting in the passing on of costs to consumers and an increase in inflation in the country”, said the company. folder.

According to the MP, adherence to the program will be voluntary and can be done by owners of vehicles removed from circulation by means of dismantling or destruction as scrap; the public or private funder or partner; and the financial agent, who receives the funds from the financier and allocates them to the owners.

The proposal does not define the values ​​that will be applied in the program and says that its execution will be conditioned to the regulation of the Executive Branch. According to the text, the operation of a platform for raising funds to finance the program will be carried out by the Brazilian Agency for Industrial Development (ABDI).

The program also intends to contribute to the achievement of the goals foreseen in the National Plan for the Reduction of Traffic Deaths and Injuries (Pnatrans).

The MP says that the Special Secretariat for Productivity and Competitiveness of the Ministry of Economy can create a certification for motor vehicles in circulation, which must take into account criteria such as safety conditions and control of emission of polluting or greenhouse gases.
